Protect Medicaid and SNAP

Tell Congress to Reject Harmful Budget Cuts

Congress is currently debating the 2025 Budget Reconciliation bill, which proposes sweeping cuts to critical safety net programs, including Supplemental Nutrition Assistance Program (SNAP) and Medicaid. If passed, these measures would:

  • Cut roughly $300 billion from SNAP over the next decade—the largest rollback of food assistance in U.S. history
  • Cut at least $715 billion from Medicaid,  threatening the health coverage of millions, including disabled people and older adults
  • Impose stricter work requirements on both Medicaid and SNAP recipients, even though the majority of these recipients are already working
  • Reduce the number of insured individuals by at least 8.6 million people nationwide, according to estimates by the Congressional Budget Office (CBO)

What’s at Stake?

Medicaid and SNAP are lifelines for people with disabilities and those living in poverty, providing vital health care and food assistance. Proposed cuts and work requirements would disproportionately harm disabled people who face systemic barriers to employment and are often excluded from narrowly defined exemptions.

Impact of Proposed SNAP Cuts and Changes:

  • SNAP provides critical food assistance to more than 40 million Americans, including millions of people with disabilities, older adults, and children.
  • The proposed roughly $300 billion in SNAP cuts would shift program costs to states, likely reducing benefits and eligibility for those most in need.
  • Stringent work requirements and documentation hurdles would disproportionately affect people with disabilities who may work part-time or seasonally and those who rely on SNAP to manage health-related dietary needs. 

Impact of Proposed Medicaid Cuts and Changes:

  • Approximately 15 million people with disabilities rely on Medicaid for essential health care and home- and community-based services.
  • Work requirements would force beneficiaries to verify employment monthly, risking coverage losses for those who are medically unable to work or who face significant employment barriers.
  • State data from Arkansas, the only state to implement work requirements, showed that more than 18,000 individuals lost Medicaid coverage in less than a year due to complex reporting requirements. Many of these individuals were still eligible for Medicaid.

Who Will Be Harmed?

  • People with Disabilities: Risk losing essential Medicaid coverage, home- and community-based services, and SNAP benefits
  • Older Adults (50+): Face age discrimination and higher rates of chronic illness, making it harder to meet work requirements
  • Caregivers: Those caring for children or older adults may lose support if unable to meet work-hour thresholds
  • Individuals in Part-Time or Seasonal Work: People working irregular hours could lose benefits after just three months
  • Health Care System: Already overburdened, the health care system will face rising costs and challenges, as those who are now food insecure, uninsured, or underinsured delay necessary care
  • State Governments: The proposed cuts shift costs of these programs to the states and also increase the burden for administering these programs. While Medicaid has always been a federal/state partnership, state governments have never had to share the cost of SNAP.
